1863. Red brick. Ashlar dressings. Pitched modern tile roof. 2 storeys.
Ashlar parapet. Vermiculated ashlar plinth. Ashlar 1st floor balcony on stone
brackets with cast iron balustrade. Ground floor has 2 groups of 3 lancets
with sashes. 1st floor has 5 paired round-headed lancets with sashes, separated
by colonnettes with elaborate foliate capitals, under 2-centred super-arches
with oculi in tympana and hoodmoulds over. Panelled doors under trefoiled archway
with oculus in tympanum surrounded by elaborate carved foliage and the legend
"Public Hall Library and Reading Room". Continuous ground floor hoodmould breaking
up over mandorla-shaped panels either side of door, with "AD" monogram and "1863"
