1863. Red brick. Ashlar dressings. Pitched modern tile roof. Two storeys. Ashlar parapet. Vermiculated ashlar plinth. Ashlar first floor balcony on stone brackets with cast iron balustrade. Ground floor has two groups of three lancets with sashes. First floor has five paired round-headed lancets with sashes, separated by colonnettes with elaborate foliate capitals, under two-centred super-arches with oculi in tympana and hoodmoulds over. Panelled doors under trefoiled archway with oculus in tympanum surrounded by elaborate carved foliage and the legend "Public Hall Library and Reading Room". Continuous ground floor hoodmould breaking up over mandorla-shaped panels either side of door, with "AD" monogram and "1863" respectively.
