1902 by Harrison Townsend. Ashlar. Main section under wide segmental
gable, expressing line of glazed barrel roof behind. Blank upper storey
has row of pilasters, with leafy capitals, resting on cornice of lower floor;
and hooded niches, with wrought iron screens, at ends. These rest on thick
end pilasters with rounded angles and leafy capitals. 1st floor level filled
with large mosaic representing music, arts and sciences, by Anning Bell.
Ground floor blank but for bronze plaque. Terrace on 2 levels has 2 walled
stairs, the upper at right angles, leading to round arched entrance in
projecting, square East tower whose basement is an open carriageway with
round arched entrances. Rounded tower angles lead up to 4 round turrets
with carved decoration. Between these the tower is round in plan and has
thick cornice with large dentils. Clock faces below. Walls smooth and
blank but for two small windows at ground floor level. Plain link, with
row of small windows, leads to main section and beyond this a l-storey entrance
link to later annexe of 1911 in harmony with main building. 2 storeys and attic
with square angle towers holding projecting segment-headed ground floor porch.
5 windows on 1st floor under slated pent roof with overhanging raftered eaves.
Above this, set back gabled attic with three stepped slit windows. Wrought
iron railing at right in front of link, and lampholder over door.
