Rock-faced stone with ashlar dressings, slate roof. 2
storeys, 5 bays. Faceted plinth and top panelled frieze,
cornice and parapet with finials; flat pilasters to ends and
flanking 1st bay. Ground floor windows are paired, with
round tympana with roundels and foliage, archivolts and
imposts. 1st bay entrance is round headed with key,
consoled entablature with panel above inscribed "FREE
LIBRARY/AND/MUSEUM" and date in segmental pediment. 1st
floor 1st bay round-headed window has open pediment, other
bays have rectangular panels. Parapet over 1st bay has
roundel with arms supporting 2 seated figures; pavillion
roof. Low front wall with granite bollards supporting lamp
standards with C20 lamps and cast iron bollards in form of
light houses supporting chains.
