Architect Frank Newman, 1895. Three storeys, red brick with stone dressings. Very
steeply pitched tiled roof with elaborate cupola. Parapet with stone finials
and part stone balustrading. Stone pilasters. One casement window. Ground floor
has left side round-headed doorcase with three stone brackets above. Right side
round-headed doorcase.

The Library and Museum form a group with the Former Technical Institute.
