Office building. 1882. Ashlar and granite. Five storeys and semi-basement, five bays wide. Ground floor of polished, red granite, with four columns and two end piers, frieze and cornice, steps down to basement shop on right, and left hand bay occupied by entry to Progress Place. Upper storeys are of ashlar, the bays divided by pilasters (those on second floor are fluted), and storeys divided by cornices. Centre first floor window has a moulded pediment. Fourth floor has pedimented centre with scrolls, and round arch over window. Entrance to Progress Place (occupying the space of the ground floor of No. 21) has stone setts and iron curbs.

Rear is of white brick with metal framed windows with metal mullions of fluted pilasters. Rear wing also metal frame with white brick and metal windows, contains good staircase windows of stained glass dated 1883.

Interior good, with iron gates, classical doorways in mahogany, coved cornice and panelled ceiling, ornamental plasterwork, stone stairs with iron balustrade and mahogany handrail up six flights.
